Japan accounting compliance requirements

Japanese businesses have issued Qualified Invoices under the Invoice System since October 2023 to support consumption tax credits, and cloud accounting adoption keeps rising as sole proprietors and SMEs shift off paper-based bookkeeping.

Qualified Invoice System (Invoice Seido)

Since 1 October 2023 businesses must issue invoices carrying a registered Qualified Invoice Issuer number and itemised consumption tax rates and amounts so buyers can claim input tax credits.

Sovos

Qualified Invoice Issuer registration

Businesses must register with the tax authority as a Qualified Invoice Issuer before they can issue invoices their customers can use for consumption tax credit claims.

EY Japan

Six-year transitional input tax credit relief

A transitional measure lets buyers still claim a partial input tax credit on purchases from non-qualified issuers for six years, from October 2023 through September 2029.

Avalara

Rising cloud accounting adoption

Cloud accounting software adoption among Japan sole proprietors reached 38.4% by the end of March 2026, driven partly by tax incentives.
