Finnish bookkeeping follows the kirjanpitolaki (Accounting Act), and public sector invoicing has been mandatory in the Finvoice-compatible EN 16931 standard since 1 April 2019 under the Act on Electronic Invoicing (241/2019), though there is no B2B e-invoicing mandate.
